It is not a timer firing a template. The follow-up is drafted per quote, from the quote itself: how long it has been out, whether the customer has opened the link, the names of the options they were offered, and when it expires.
Your rep sees the draft, edits it if they want, and sends it. Nothing goes to a customer without a person choosing to send it.
